In other words, your directory structure should look like this: ../themes/frugal_basic/.. and not this: ../themes/frugal_basic_2.2/frugal_basic/.. So if you've got the above issue, just remove the current frugal files (backup any custom files if you've added any) and then freshly upload JUST the /frugal_basic/ directory into the /themes/ folder of your Wordpress installation. For some reason, if my zipped file comes in the *.tar.gz format, it works.
